With ISI backing, Khalistani elements targets Canadian journalist who authored ‘Khalistan - a project of Pakistan'

A report published earlier this month is proving to be an eye opener for people aware with the debates around Khalistani terrorism. Canadian journalist and researcher Terry Milewski’s report titled ‘Khalistan — a project of Pakistan', published by the Macdonald-Laurier Institute (MLI),has empirically and objectively deconstructed the Khalistani terror network and traced its roots to Pakistan. The report was well received and has subsequently triggered intense debates amongst the external observer.

However, a group of pro-Khalistani elements, based out of Western Countries , soon  came up to counter the report in order to neutralize its impact and delegitimize it. Their hurried attempt to counteract against the report is really interesting, as they floated a website on 15th September and uploaded a public letter addressed to the Ottawa based Macdonald-Laurier Institute, criticizing the report and expressing their ‘concern’ on it.

“A close look of the website suggests that  “www.sikhscholarsresponse.com” was registered on 15" September and the letter was uploaded on it on the same day. Most strikingly, the website has only one web-page in it and does not contain other content, links, or web pages except the letter,which has been published on its homepage. This reflects that the website was created solely for the purpose of uploading this letter.” Sources told to Zee Media.

Besides, making three allegations, the letter has asked MLI to “reevaluate your  (MLI’s) decision to publish such vitriolic content under your institute’s name”. The letter has further expressed, “we are concerned to read a report that contains a litany of conclusory statements and allegations without any substantiation”.

It is noteworthy that the letter has been signed by individuals from over a dozen organisations and institutions. Still, it failed to gain organizational credibility, highlighting that the Khalistani elements are eventually losing the feeble support that they had amongst the civil society organisation and  educational institutions.

It is also worth mentioning that most of the signatories out of 53 individuals endorsing the letter are infamous for taking an anti-India position and indulging in anti-India activities in the West. Reportedly, the letter was drafted  by Harjeet Singh Grewal — Instructor of Sikh Studies at Department of Classics and Religion, University of Calgary. It is believed that he reached out to other signatories under the guidance of the Pakistani ISI, as a number of the signatories have strong connections to Pak missions in the West, especially in Canada.

The letter has also been signed by pro-Khalistan  Indra Prahst, who has strong connections  with Pakistani Consulate in Vancouver. She has previously interviewed  several Pakistani Consul Generals and has been participating in anti-India events organised by the Pakistani Consulate. Another signatory  who underlines the organic linkages of Khalistani extremists with Pakistan is Hafsa Kanjwal, who has pro-separatist sentiments and has been opposing India’s position on Jammu and Kashmir and has been contributing to the anti-India advocacy campaigns of Pakistani  mission. Her connections with radical Islamist organizations in the in the Western countries also keep resurfacing.

“The Pakistani connection of this letter provides the rationale for the silence of Khalistani elements to question human rights violations of minorities in Pakistan, including the targeted attacks on the Sikh minorities. They have kept mum over exclusion of the larger territory of so called ‘Khalistan’ that falls in Pakistan. In fact, all of Pakistani Punjab comes under this  landmass. However, under ISI’s pressure, they have failed to include that part in the map of Khalistan.” said an official deployed in Central Security.

In another interesting development of attacking the dissenting voices,pro-Khalistani  elements along with the ISI proxies are attacking a New Delhi based  non-profit organisation — Law and Society Alliance (LSA). As soon as the organisation broke the news of organising a webinar on the said report and invited Terry Milewski to deliver a talk, these elements began attacking the Twitter handle of LSA - @LawSocietyAlly and mass reporting it to bring it down. They also attacked the Twitter handle of co-organiser of the event Defence Capital - @DefenceCapital. LSA plans to organise a webinar on “Khalistani Terrorism and Canada” on 18th September, wherein the report of Terry Milewski would be discussed along with Terry, Member of House of Lords, UK Parliament Lord Rami Ranger and California based Punjab foundation’s Chairman Sukhi Chahal have also been invited as speakers .Organisers  anticipates that pro-Khalistani elements  will keep targeting the event.

“The pro-Khalistani forces are trying to silence the voice of Indians and other nationalities who raise their voice against the Khalistani terrorism and how Pakistan is the conspirator of this terrorism and separatism movement.” said N. The worst state of affairs is that the pro-Khalistani elements operate from liberal and open countries of the West but have themselves failed to provide space to opposing voices. They seemingly prefer a one-way model of communication as at numerous instances, the pro-Khalistani elements have restricted the entry of pro-India or dissenting voices to their events and Gurudwaras.

Terry Milewski has been a veteran reporter, with an experience of over four decades of journalism. He has also closely covered the Khalistani terrorism in India and in the west, since its early days. Rebuttal to such an authority on the Khalistan issue had to be logical, rational and factual. However, countering not with concrete  but ambiguous criticisms and umbrella allegations highlights the ‘gagging acts’ of the pro-Khalistani elements to silence the voices  opposing them.

Punjab Police bust pro-Khalistan terror module; 2 arrested

Punjab Police on Tuesday busted a pro-Khalistan terrorist module, with the arrest of two persons allegedly operating in connivance with five criminals, including a KZF operative currently languishing in Amritsar jail.

"The Pakistan-backed module was busted on the basis of inputs about the nefarious designs of certain pro-Khalistan elements trying to disturb peace and harmony in the state by launching terror attacks," said DGP Dinkar Gupta.

Gupta said following the inputs, the Punjab Police had launched a drive to ensure thorough frisking and checking of all those entering the state from various parts of the country, leading to the arrest of Harjeet Singh and Shamsher Singh, both residents of village Mianpur, District Tarn Taran.

Six sophisticated weapons (one 9mm pistol, four .32 calibre pistols and one .32 revolver), 8 live rounds of ammunition, several mobile phones and an internet dongle were seized from the duo, who were nabbed at the check post near Hotel Jashan on Rajpura-Sirhind road by a police party comprising ASI Gurdarshan Singh, Head Constable Jora Singh and Punjab Home Guard Pritpal Singh.

A case FIR no. 116 dated 15.09.2020 under sections 212, 216, 120 B IPC, 25/ 54/ 59 Arms Act, 1959 r/w sections 13, 16, 18, 20 of Unlawful Activities (Prevention) Amendment Act, 2019 has been registered at PS Sadar

During preliminary investigation, police said the accused revealed that they received 4 weapons from Burhanpur, Madhya Pradesh, and 2 were received from Safidon, Dist Jind, Haryana, according to the DGP. Gupta disclosed that the duo is also wanted in an attempt to murder and Arms Act case registered in Police Station Sarai Amanat Khan, District Tarn Taran.

Initial investigations have further revealed that the two men were "planning a major terror attack in Punjab in connivance with five criminals", namely Shubhdeep Singh @ Shubh r/o Cheecha, district Amritsar, now lodged in Amritsar Jail; Amritpal Singh Baath r/o Mianpur, District Tarn Taran, wanted in as many as 12 different cases of murder, attempt to murder, Arms Act in Tarn Taran and Amritsar Rural districts; Randeep Singh @ Romi r/o Chheharta, Amritsar, wanted in drug cases in Amritsar, along with Goldy and Ashu, both from District Karnal, Haryana.

Moga: NIA team to handle Khalistan flag case probe

Chief Judicial Magistrate Amandeep Kaur Monday ordered Moga police to hand over the probe and all related papers of Moga Khailistan flag cases to NIA.

All the four accused including Inderjit Singh Gill, Jaspal Singh, Akashdeep Singh and Ram Tirath were produced in front of special Judge of the CBI Court where these accused were sent to judicial court.

According to official police information, three of the four accused including Inderjit Singh, Jaspal Singh and Jasgvinder Jagga tested positive of coronavirus and only Ram Triath tested negative.

The NIA team as per the orders of Mohali court directed the Moga police to handover the probe to NIA and NIA petitioned to Noga court on September 8 and court of CJM today ordered handing over the probe to NIA (National Inviestigation Agency).

The accused hoisted Khaslistan flag on August 14 on roof of district administrative office complex Moga.

The federal agency initiated the process to take over the case.

'Sikhs For Justice' Pannu's YouTube Channel Banned For Peddling Anti-India Propaganda

A Central agency on Sunday banned the YouTube channel of Gurpatwant Singh Pannu, Chief of the radical group "Sikhs For Justice", who is known for spreading Anti-India Propaganda. The channel was earlier put under a shadow ban. This YouTube channel of Gurpatwant Singh Pannu was being used to radicalise the youth of Jammu and Kashmir as well as Punjab. 

The channel was used by Pannu to make an appeal to the youth of Punjab to wave flags of Khalistan on the district headquarters following which an incident was reported in Moga district of Punjab where two youth where captured on CCTV cameras waving the flag of Khalistan at Moga District Administrative Complex.

Not only this, but he also offered a hefty amount of $2,500 for those who will waive the Khalistan flag on the building of district headquarters on the eve of Independence Day.

"All the activities of Sikhs For Justice were being tracked as this group was continually trying to radicalize the youth especially those belonging to the Sikh community in Jammu you as well as in Punjab. Through this YouTube channel, Gurpatwant Singh Pannu was spreading propaganda against the government and has asked the youth to waive Khalistan flag at the district headquarters office, in return they will be paid", an official privy to the development said.

The ban has come days after a premier investigation agency took over the probe of the incident in Moga. A team of the agency visited the incident spot after the case was transferred on the orders of the Ministry Of Home Affairs on September 4.

Police have so far arrested five accused in this case including the son of a police inspector in Punjab. Moga police in its FIR has named Gurpatwant Singh Pannu as an accused in this case. It was through this YouTube channel that Sikhs For Justice asked the youth of Punjab to stop trains on September 13 following which heavy security deployment was made by Punjab government on all the routes to avoid any such incident.

Farm bodies reject SFJ’s offer for financial aid

Farmers’ organisations in Punjab have dismissed the offer of financial assistance by pro-Khalistan banned organisation Sikhs For Justice (SFJ) to those who had defaulted in repaying loans. The farmers have termed the offer SFJ’s secessionist agenda and said they could not side with anyone who wanted to divide the country or the state.

SFJ legal adviser Gurpatwant Singh Pannun had offered Rs 3,500 per month assistance to farmers who had defaulted on agricultural loans. Pannun had ealier offered Rs 3,000, but then raised it to Rs 3,500 per month. The SFJ has given call for ‘Referendum 2020’ in November.

Farmer organisation BKU (Ekta Dakaunda) general secretary Jagmohan Singh said this offer was clearly as a strategy to draw support his (Pannun’s) nefarious designs and his secessionist agenda and it was unthinkable they would back it. “We could not expect or accept assistance from anyone who talks against the interests of the nation. We are nationalist and would not fall into in his trap,” he added.

BKU (Ekta Ugrahan) general secretary Sukhdev Singh Kokri said whatever they got in support was from governments not from anyone who wanted to divide the country. “Everyone know about the agenda of Gurpatwant Pannu and seeking any assistance from him is like standing against our own nation,” he added.

Krantikari Kisan Union president Darshan Pal said, “Farmers are not a saleable commodity that he can think of getting support by offering money. Farmers might be facing economic hardship but they could never be part of such an agenda where anyone could think of dividing country, especially on the basis of religion.” BKU (Lakhowal) general secretary Harinder Singh Lakhowal also said farmers could not be purchased with money power.

SFJ inciting Punjab-based Sikh youths to perpetrate violence for monetary gain: Report

The Indian government had on July 1 designated at least nine persons as terrorists, from the United States, UK, Pakistan, Germany and Canada, under the UAPA for involvement in terrorist activities in India. The list included Gurpatwant Singh Pannun, Legal Advisor and one of the main protagonists of the US-based Sikhs for Justice (SFJ). Pannun has been making sustained efforts to revive militancy in Punjab at the behest of Pakistan.

With little or no support on the ground, the outfit is involved in uploading daily diatribes against Indian leaders and spreading misinformation through social media channels. It has also launched a concerted campaign to incite Punjab-based Sikh youth to perpetrate violence for monetary gain.

Taking advantage of laws of free speech in Western countries, the SFJ runs regular campaigns among the Sikh Diaspora in Europe and North America to promote their secessionist campaign called 'Referendum 2020', through a false narrative of “atrocities against Sikhs” to embarrass India.

In a related development, Punjab Police on July 2 registered a case against Joginder Singh Gujjar alias Goga, an SFJ activist and resident of Italy for the last 18 years, during a visit to India. The arrest led to protests by Sikh organizations to secure his release with Indian Missions abroad. Sukhpal Singh Khaira, Founder of the Punjab Ekta Party wrote a letter to the Punjab CM stating that "Joginder had no criminal record and should be released."

However, the case was based on information regarding his active participation in SJF's cause and his role at an SFJ-led anti-India convention in Geneva. He had also been providing financial assistance to the outfit's operatives in India and abroad, while objectionable material was found as evidence on his cell phone. Joginder Singh’s case is not a lone one as the SFJ has been masterminding a movement to alienate members of the Sikh Diaspora from their home country.

The SFJ regularly puts out fake stories about the oppression being faced by Sikhs. In fact the acting chief of Akal Takht, Jathedar Giani Harpreet Singh, has warned Sikh youth against Pakistan and the SFJ, stating that adverse forces were pushing Sikhs on the wrong path and inciting them through social media for their own benefit.

The SFJ has attempted to project itself as an organization working for the welfare of the Sikh community when it is in fact insidiously ensuring that Sikhs face the laws of the land when they travel to India, so as to feed into its narrative of oppression of the Sikh community.

"There are wild declarations and announcements made by its members from time to time that they would bear the complete legal costs to defend those arrested for SFJ activities. However, on-ground investigations reveal that those facing legal hassles for participating in secessionist activities, far from receiving any support, are discarded by the SFJ once a case is registered against them," said a senior officer working with the central security establishment.

The families of the Punjab based gullible youth who were arrested for 'Referendum 2020' activities face ruin as no one from the outfit came to offer any assistance once they were caught. Delhi-based Vijay Singh, father of one such arrested youth, Harmeet Singh, informed the media that his son started working for SFJ in order to afford the school fee for his daughter.

The level of support the movement finds in Punjab is evidenced by the fact that the outfit was not able to get enough Sikh youth to further its cause and even enrolled a Batala based Christian youth, Rahul in exchange for money. Another case in point is that of Shabnamdeep Singh, who received a pistol and a grenade in 2018 through his Pak based handlers and SFJ activists in order to carry out an attack during festival season.

On account of zero support on the ground, SFJ’s messaging and its rants on social media have become increasingly aggressive as they get desperate to gain a following. Its leaders have even threatened to eliminate the Punjab CM if he moves around without security.

The association of wanted terrorists such as Paramjit Singh Pamma (UK) and Hardeep Singh Nijjar (Canada) with the outfit is also evidence of the true intentions of their movement.

SFJ seeks to ignite passion and anger over old wounds of the Sikh Community and paint a picture of oppression in present-day Punjab, to brainwash the Diaspora. The outfit is known to indulge in violence and intimidation to silence those who speak up against it in Gurdwaras abroad.

There are many who believes that Sikh Diaspora members need to evolve a strategy to work with the “Open Door Policy” of the Indian Government, in light of the recent positive developments of doing away with the Blacklist, inviting Sikh Diaspora for dialogue, reopening cases related to the 1984 anti-Sikh riots. There is a pressing need for moderate Sikhs to take charge of issues facing the community globally and also realize that organizations such as the SFJ are pursuing a narrow, selfish agenda to create an atmosphere of fear and discrimination within the Diaspora.

The Diaspora members, who maintain close cultural and personal links with their homeland should also look within and refrain from associating with a banned organization, having no standing, and look to directly address their grievances.

Pakistan main force behind drive to create ‘so-called Khalistan’: Canadian think tank

Pakistan is the main force nurturing the drive to create a ‘so-called Khalistan’ or independent homeland for Sikhs and the extremists backed by Islamabad pose serious threats to India and Canada, according to a report by a leading Canadian think tank.

The report ‘Khalistan—A project of Pakistan’ from Macdonald-Laurier Institute notes that Pakistan is “really driving the Khalistan bus” at a time when the “Khalistan movement has been going nowhere in the Sikhs’ home state” of Punjab.

The report —authored by veteran journalist Terry Milewski, who has tracked pro-Khalistan groups in Canada for decades—says Pakistan’s support for pro-Khalistan group entails leveraging extremists based in Canada, including supporters with ties to terrorism, because of the lack of traction in Punjab.

Though the Canadian government has already said it won’t recognise a so-called referendum on Khalistan scheduled for November by groups such as Sikhs For Justice, which was banned by India in 2019, the report warned the move “provides oxygen that fuels extremist ideologies, radicalises young Canadians, wreaks havoc on reconciliation, and usurps legislatures”, the Macdonald-Laurier Institute said.

In their foreword to the report, former Canadian cabinet minister Ujjal Dossanjh and Shuvaloy Majumdar, a programme director at the think tank, said: “The Milewski report should be essential reading for any who wish to understand Pakistan’s influence in guiding the Khalistan proposition, its perversion of the Sikh faith, and its ongoing campaign of extremism and terrorism in two of the world’s important democracies.”

The Justin Trudeau government’s perceived softness towards pro-Khalistan groups in its first stint during 2015-19 was one of the key reasons for a downturn in India-Canada relations. The Liberal Party government in Canada cited freedom of expression as a major reason for allowing the activities of pro-Khalistan groups but this found few takers in New Delhi.

The 2018 Public Report on the Terrorism Threat to Canada originally cited “Sikh (Khalistani) extremist ideologies and movements” among the top five national security issues for the country, but this was later replaced in a revised version of the report by “extremists who support violent means to establish an independent state within India” following pressure from an international lobby campaign that advocates for an independent Khalistan, the report said.

“The proposition of an independent Khalistan, in truth, is a backward idea from a backward time. It is a proposal without economic or democratic logic, unloved by the very Punjabis whose lives it would most directly affect. It is a fantasy rooted in religious bigotry and chauvinism, kept alive in Canada by thugs and political hustlers unbothered by the innocent lives that have been lost in its name,” Dossanjh and Majumdar said in their foreword.

“It is a proposal hostile to Canada’s interest in seeing a united and prosperous India, and in that sense, threatens not just one country, but two. In the service of this cause, extremists animated by Pakistan seek to distort history and betray the vast majority of Sikhs who live in peace and freedom,” they added.

Besides tracing the long-standing links between pro-Khalistan terror groups and Pakistan’s Inter-Services Intelligence (ISI) agency and the way in which Khalistani terrorists were sheltered in Pakistan in the 1990s, the report notes the Canadian security establishment’s failure to prevent the bombing of Air India flight 182, which killed 329 people, a majority of them Canadian citizens.

“No matter how low the support for Khalistan sinks in India—and it has sunk very low indeed—the cause still survives in Pakistan, where jihadist groups have made common cause with Sikh separatists against their shared enemy, India,” the report said.

“An example is the leading Khalistani figure in Pakistan, Gopal Singh Chawla, who makes no bones about his friendly alliance with the Pakistani jihadist Hafiz Saeed, leader of the feared Lashkar-e-Taiba,” it added.

A Canadian citizen, Satinderpal Singh Gill from Surrey, BC, lived for years in Pakistan as a senior official of the International Sikh Youth Federation, which has been banned as a terrorist organisation in India, Canada, the UK and the US, but not by Pakistan, the report noted.

The report also highlighted the dichotomy between the harassment of the Sikh minority in Pakistan and the unstinted support offered by pro-Khalistan leaders such as Sikhs For Justice chief Gurpatwant Singh Pannun, one of the main movers behind the 2020 referendum.

Though Panun claims to lead a movement for human rights, he sided with China in its border dispute with India and wrote to Pakistan Prime Minister Imran Khan, swearing that, “if India ever attacked Pakistan, the Pro-Khalistan Sikhs will extend full support to Pakistan”.

The report also questioned the maps of the proposed Khalistan, noting that they don’t depict even “one inch [of] traditional Sikh lands in Pakistan—not to Lahore, where Maharaja Ranjit Singh ruled over a Sikh empire two hundred years ago, or even to Nankana Sahib, sacred birthplace of Guru Nanak, the first Sikh guru”.


“It appears, then, that Pakistan wants the Sikhs to be free, but not in Pakistan. The separatists, in turn, clearly know where their patron sets the limits. Even drawing a map which presumes upon Pakistan’s generosity is a step too far—one that could sever the lifeline which has sustained the dream of Khalistan for so long,” it said.

In Khankot village, few know of Pannu’s ancestral roots

The attachment of agricultural land belonging to Gurpatwant Singh Pannu, US-based member of the banned Sikhs for Justice (SFJ), has put the spotlight on his lesser known ancestral village Khankot, located on the outskirts of Amritsar district.

However, except for one family, very few villagers know about the link between Pannu and Khankot.

The Centre on Tuesday ordered the properties of Pannu, a designated terrorist, to be attached under Section 51A of the stringent Unlawful Activities (Prevention) Act.

According to the orders, Pannu owns land parcels of 46 kanal in Khankot and 11 kanal and 13.5 marlas in Sultanwind Suburban Bhainiwal of Amritsar district.

Khankot is Pannu’s ancestral village and Bikramjit Singh has been cultivating his agriculture land on contract for the last 20 years.

“I have never seen Pannu. His mother used to come to the village to collect the contract rent every year. She would tell us that Pannu has become a lawyer in US. But he never came to the village,” Bikramjit Singh told The Indian Express.

“Pannu’s father Mahinder Singh was an officer in the Mandi Board of Punjab. He had three sons. His mother Amarjit Kaur used to come to collect rent after Mahinder’s death. Family has around 18 acre agriculture land in village and also have a residential plot. Khankot is ancestral village of Pannu. After death of Amarjit Kaur, I deal with Pannu’s brother Magwant Singh. I would deposit rent money into bank account of Magwant. I never met of deal with Pannu,” said Bikramjit Singh.

The National Investigation Agency (NIA) has already questioned Bikramjit on his dealings with Pannu’s family. Only Pannu’s share in family property has been attached by the government.

The Khankot sarpanch said, “I am 37 years old and it was only today that I came to know about Pannu’s connection with our village. I don’t think anyone except Bikram Singh, who cultivates his land, knew this.”

Meanwhile, Bhar Singhpura, the native village of designated terrorist Hardeep Singh Nijjar in Phillaur sub-division of Jalandhar district, a villager said they came to know about the Centre’s orders to attach his properties through media. A villager, Amrik Singh Nijjar, who is district president of Bhartiya Kisan Union Kadian, said Nijjar’s family had migrated long ago, but his parents are frequent visitors to the village and had last come before the lockdown.

A panchayat member of the village said Nijjar’s father has four brothers and they own around 8 acres of land. He got a share of land from his father’s uncle’s property.

His father’s uncle was unmarried and had given his land, around 5.5 acres, to Nijjar and his siblings. Villagers said they have not seen Nijjar in the village for the past several years.

Govt attaches properties of Pannu, Nijjar in Amritsar, Jalandhar under UAPA

The government on Tuesday issued orders for attachment of immovable properties owned by designated terrorists Gurpatwant Singh Pannu and Hardeep Singh Nijjar in Amritsar and Jalandhar respectively.

A senior official in the anti-terror probe agency NIA said the orders for attachment of properties were issued in accordance with the “powers conferred under Section 51A of Unlawful Activities (Prevention) Act 1967”.

In the orders, the government has identified the properties owned by the two terrorists. According to the orders, Pannu owns land parcels of 46 Kanal in Village Khankot and 11 Kanal, 13.5 Marlas in Sultanwind Suburban Bhainiwal of Amritsar District which have now been attached.

Nijjar-owned 11 Kanal 13 Marlas in Village Bhar, Singhpura, Pillaur of Jalandhar District have also been attached.

“The attachment orders have been issued as part of the NIA investigation into a concerted campaign launched by secessionist organisation ‘Sikhs for Justice’ (SFJ) under the banner of ‘Sikh Referendum 2020’ for creation of so called ‘Khalistan’,” the official said.

The NIA, during the investigation, had identified immovable properties belonging to Pannun in Amritsar and Nijjar in Jalandhar and moved the government for attachment of these properties under the provisions of the UA(P)Act, 1967, the official said.

According to NIA officials, banned outfit SFJ is headed by Pannun and is presently making efforts to propagate ‘Sikh Referendum-2020’ on social media. “The outfit is also trying to hold meetings at certain places in the US and other countries to instigate and mobilise diaspora for their illegal activities,” the N(IA official alleged.

Government of India has already declared Sikhs for Justice as an ‘Unlawful Association’ under the UA(P)A, 1967 vide its notification on July 10, 2019 and later on July 1, 2020, designated Pannun and Nijjar as ‘terrorist’ in the Fourth Schedule to the UA(P)A, 1967.
