SFJ trying to instigate Sikhs in Army: NIA

The US-based separatist outfit Sikhs for Justice (SFJ) hatched an “organised conspiracy” to further its Khalistan cause by trying to instigate Sikh personnel in the Indian Army to rise in mutiny against India, a chargesheet filed by the National Investigation Agency (NIA) has said.

The chargesheet, which names 16 accused including SFJ leader Gurpatwant Singh Pannun, Khalistan Tiger Force chief Hardeep Singh Nijjar and Babbar Khalsa International head Paramjit Singh alias Pamma, also claimed that SFJ was trying to radicalise Kashmiri youth and openly extending support for secession of Kashmir from India.

The chargesheet has been filed at a time when there have been concerns that SFJ and other Khalistani outfits, operating out of Pakistan, would attempt to use the current unrest over the farmers’ agitation to infiltrate the stir and use it to whip up disaffection.

Pannun, a resident of New York, Canada-based Nijjar and UK-based Paramjit ‘Pamma’ were listed as ‘individual terrorists’ under the Fourth Schedule of the Unlawful Activities Prevention Act (UAPA) in July.

The SFJ, banned as an ‘unlawful association’ under UAPA, was on Wednesday described by the NIA as a “frontal organisation of Khalistani terrorist outfits” with links to Pakistan. NIA sources said the SFJ had been running a vigorous campaign on social media platforms like Facebook, Twitter, WhatsApp and YouTube and had been calling India-based mobile numbers to push its pro-Khalistan ‘Referendum 2020’ agenda.

The chargesheet in the ‘Referendum 2020’ case, filed in a special court here on Wednesday, named 16 foreign-based patrons and members of the SFJ. The accused are Gurpatwant Singh Pannun, Avtar Singh Pannun (US), Gurpreet Singh Baagi (UK), Harpreet Singh (US), Paramjit Singh ‘Pamma’ (UK), Sarabjit Singh Bannur (UK), Amardeep Singh Purewal (California, US), J S Dhaliwal (Canada) and others.

The NIA said its investigation found that the SFJ, a secessionist outfit floated in the garb of a ‘human rights advocacy group’ having its offices in the US, Canada, the UK and Australia, was a frontal organisation of Khalistani terrorist outfits operating from Pakistan. “Under this (Referendum 2020) campaign, numerous social media accounts on Facebook, Twitter, WhatsApp, YouTube channels and a number of websites have been launched, which are being used to propagate sedition as well as enmity on the grounds of region and religion, to radicalise impressionable youth, to cause disturbance to peace and harmony and to raise funds for terrorist activities,” the agency said.

The NIA said SFJ has been attempting to undermine the security of the Indian state by instigating Sikh personnel in the Army to rise up in mutiny against India. “The SFJ is also trying to radicalise youth of Kashmir and openly extending support for secession of Kashmir from India,” the agency said in a statement on Wednesday.

After Gurpatwant Pannun, Nijjar and Paramjit ‘Pamma’ — chief patrons of SFJ — were designated as “terrorists” under UAPA, the NIA identified immovable properties belonging to Gurpatwant Pannun in Amritsar and to Nijjar in Jalandhar. Based on the request of the NIA, the home ministry has ordered attachment of these properties.

The Delhi Police Special Cell on Monday arrested five suspected members of a banned terrorist group following a brief exchange of fire in East Delhi’s Shakarpur on Monday morning. While two are from Punjab, three belong to Kashmir.

The two accused from Punjab are associates of dreaded gangster Sukhmeet Singh, alias Sukh Bhikhariwal and were allegedly involved in the killing of Shaurya Chakra awardee, ‘Comrade’ Balwinder Singh, 62, a former CPI(M) member, who had taken on militants at the height of the insurgency in Punjab in the 1990s.

Police said they were working on the directions of Khalistan movement leaders sponsored by Pakistan’s ISI and had allegedly killed Balwinder Singh on their orders. The two men were planning targeted killings in various north Indian states and the police have recovered weapons, drugs, and other incriminating materials from their possession. Singh was gunned down at his home in Tarn Taran’s Bhikhiwind by two unidentified bikers on October 16.

A team of New Delhi Range was tracking the movement of the five men for the last two-three months and they came to know on Sunday evening that they would be coming to Delhi. “Acting on this information, a trap was laid and they were arrested after 13 rounds of firing. The firing took place at around 7 am. They were later taken to Lodhi Colony for further questioning,” the officer said.

As per the initial police investigation, police said that the two of them, who are from Punjab, are suspected members of the banned terrorist group Babbar Khalsa International while three people from Kashmir were working as middlemen. “They were working on the directions of Khalistan movement leaders sponsored by Pakistan’s ISI,” an officer said.

DCP (Special Cell) Pramod Singh Kushwah said they have arrested five persons after an exchange of fire. “Total 13 rounds were fired from both sides. We have made their arrest in Trans Yamuna with arms, drugs, and vehicle used for transportation,” he said.

An investigation is underway.

ISI pushing in drug money to fund killings of Right wing leaders — Delhi Police after 5 arrests

Delhi Police’s Special Cell Monday arrested five persons for allegedly being  part of a narco-terror nexus involved in pushing drugs from Pakistan into India and funding terrorist activities.

Those arrested have been identified as Gurjit Singh, Sukhdeep Singh, Shabir Ahmad, Mohammad Ayub Pathan and Riyaz Rather.

The police said Gurjit and Sukhdeep, sharpshooters working for a most wanted gangster named Sukhmeet Pal Singh, killed Shaurya Chakra recipient Balwinder Singh Sandhu in October this year. Ahmad, Pathan and Rather are from Jammu and Kashmir and work with the Hizbul Mujahideen.

The police said Pakistani intelligence agency ISI, through its K2 (Kashmir-Khalistan) desk, has been funding the targeted killings of Right wing leaders in Punjab and other states using drug money. They were also planning a strike in the national capital.

The police claimed to have received an input Monday about Sukhmeet instructing Gurjit and Sukhdeep to kill a Right wing leader in Delhi, before meeting a person from Kashmir near the Ramesh Park bus stand in Shakarpur.

“On the instructions of ISI, three persons from Kashmir had come to Delhi to provide funds obtained from drug trafficking to the sharpshooters,” Deputy Commissioner of Police, Special Cell, P.S. Kushwaha said.

A trap was then laid and the five men were nabbed following an exchange of fire. The police claimed to have recovered 2 kg heroin, worth Rs 8 crore in the international market, along with Rs 1 lakh in cash from them.

According to the police, multiple teams have been dispatched to Punjab, Uttar Pradesh and Uttarakhand to collect specific information on those arrested.

Pushing narcotics via Kashmir

According to the police, the ISI has been pushing narcotics through Hizbul Mujahideen cadres and overground workers based in Kashmir. The drugs were then supplied to their “Khalistani counterparts in Punjab for onward distribution”, the police claimed.

“The task of providing the drug money to the sharpshooters was given by a Pakistan-based operative with code name ‘Sadakat’ who belongs to Hizbul and is presently operating from Paksitan-occupied Kashmir,” Kushwaha said.

The police also claimed that the ISI, along with two Pakistan-based Khalistan radicals —Harmeet Singh alias PhD, former chief of Khalistan Liberation Force (now dead), and Lakhbir Singh, chief of KZF- Khalistan Zindabad Force — had been using Sukhmeet for “target killings in Punjab”.

Punjab-ISI ‘link’

The Delhi Police’s Special Cell said it had intelligence inputs that the ISI was planning to execute targeted killings of Hindu and Right-wing leaders in Delhi and neighbouring states. The ISI had also activated its K2 desk to execute the same, the police claimed.

“We further found that pro-Khalistani radicals were employing gangsters for executing the killings of Right-wing leaders to revive militancy,” said a senior officer.

According to the police, the first link between Punjab-based gangsters and pro-Khalistani radicals came to light while investigating incidents of target killings of Right-wing leaders in Punjab between 2016 and 2017.

“These killings were executed at the behest of the ISI. We further developed this information through human and technical surveillance and it was found that ISI, along with Pakistan-based Khalistan radicals, were doing this to revive militancy in Punjab and they have been using gangster Sukhmeet for these target killings,” the officer quoted above said.

Series of attacks

Investigation also revealed that Sukhmeet had travelled to a Gulf country on fake documents and set up a base there, from where he has been operating. The police said he was also given a task to kill a Hindu outfit leader, Honey Mahajan, in February this year.

“Sukhmeet had executed a spree of killings in Punjab on the instructions of the ISI. He was also given the task to kill Hindu outfit leader Mahajan and he executed the same on 11 February 2020, through his henchmen,” Kushwaha said.

Mahajan, however, survived the attack, though he sustained injuries.

On 16 October, Sukhmeet allegedly executed the killing of Shaurya Chakra recipient Sandhu through Gurjit and Sukhdeep, which the police claimed was done on the instructions of ISI.

“The ISI is trying to emulate the model of 2016-17 in Punjab when they executed eight murders of Right wing leaders through similar modus operandi. Over time, ISI through its Kashmir–Khalistan desk has been funding these killings through drug money,” Kushwaha said.

Interrogation

Gurjit and Sukhdeep, according to the police, were roped in by Sukhmeet through gangster Ravinder Singh, who is lodged in Ferozepur Jail.

“The shooters were provided with monetary support and sophisticated weapons and then executed the killing of Sandhu. Thereafter, they had been hiding at different hideouts arranged by Sukhmeet,” Kushwaha said.

Pathan, the police claimed, was working as an overground worker of the Hizbul Mujahideen and following instructions of his cousin Abdul Majeed Khan, who is presently based in Rawalpindi. Khan, the police claimed, is a senior operative of the Hizbul.

“It is Khan who introduced Pathan to the Pakistan-based operative, code name ‘Sadakat’. Sadakat is the one handling the channeling of funds through narco-terrorism,” Kushwaha said.

Sadakat alias Ajaz Ahmad was then tasked to receive a consignment of narcotics pushed from Pakistan into India and deliver the same to his other contacts in Punjab, the police claimed.

“They were also tasked to collect the money earned through the sale of drugs and disburse the same to different persons involved in terrorism,” Kushwaha added.

The Punjab Police and intelligence agencies which are keeping a watch on the farmers’ protest against the Central laws say there is no specific report from the ground on any pro-Khalistan sentiment or participation of any secessionist elements in the protest.

Police officials and intelligence agencies have maintained a complete vigil at the 120 protest sites in the state as well as in Delhi. “We have observed and analysed the tone and tenor of the protests and there is no suggestion that any anti-India sentiment has erupted in the protest rallies,” said a senior police official.

The police reports note that it is true that the situation is restive and surcharged which can be used by anti-India agencies from across the border or in other countries, but the farmers have not allowed anyone to dictate terms to them or to let attention divert from the Central farm laws.

Officials said barring a few initial incidents of attacks on BJP leaders, the protests had been peaceful. “The farmers have not even allowed Punjab politicians to share their stage,” the officials said.

Sources said the Punjab Chief Minister had aired similar views to Home Minister Amit Shah yesterday. On the issue of threat to national security, the CM had informed the Home Minister that being a border state, any restive movement in Punjab could be exploited by the agencies inimical to India. However, the state government, based on the ground reports, was confident that the protests were purely by the farmers and there was no involvement of any anti-India agencies.

In yet another attempt to hijack the ongoing farmers' protests, radical Khalistani group Sikhs For Justice (SFJ) has now planned to block Indian Missions in US, Canada, UK and Europe to 'stand in solidarity' with the protesting farmers of Punjab. The radical outfit wrote to EAM S Jaishankar and MoS Muraleedharan declaring their support for the Bharat Bandh called on December 8 and alleged that the Indian government was 'unabashedly suppressing and gagging the protesting, criticizing and dissenting voices, with impunity'. Last week, the SFJ offered $1 million to farmers who were injured or whose tractors were damaged in the farmers' protests. 

SFJ to block Indian consulates on December 10

In a letter dated December 5 addressed to EAM S Jaishankar, SFJ informed that they were going to organize rallies in front of Indian Consulates and 'warned' India to 'abstain from interfering & disrupting these rallies through RAW agents'. The radical outfit further said that they would protest on December 10 - Human Rights Day - to bring global awareness of the alleged human right violations made by the NDA government on Punjab's farmers. SFJ claimed that the Indian government was using the Research & Analysis Wing (RAW) to sabotage pro-Khalistani events in foreign countries.  

No progress after the fourth meeting

After meeting farmers on Friday, Union Agriculture Minister Narendra Tomar stated that the government was willing to discuss objections pertaining to strengthening the APMC, regulating the private Mandis, dispute resolution and apprehensions about MSP. He asserted that the Centre would reach a final outcome after the 5th round of talks. Meanwhile, the Kisan Unions have called for Bharat Bandh on December 8 in protest against the three contentious agrarian laws. The farmers' bodies also stated that they will burn effigies of PM Modi on December 5 as a part of the protests. The Kisan Unions claimed that they are not satisfied with the amendments that have been proposed by the government and called for the withdrawing farm laws.

What are the agrarian laws? 

The Farmers' Produce Trade and Commerce (Promotion and Facilitation) Act, 2020 aims at freeing the farmers from the constraints of the state Agriculture Produce Market Committees whereby they would be able to sell their produce anywhere. Meanwhile, The Farmers (Empowerment and Protection) Agreement of Price Assurance and Farm Services Act, 2020 protects and empowers farmers to engage with processors, wholesalers, large retailers, exporters for farm services. This entails the provision of contract farming. On the other hand, The Essential Commodities (Amendment) Act, 2020 specifies that the supply of foodstuffs including cereals, pulses, potato, edible oilseeds, and oils shall be regulated only under exceptional circumstances.

Security agencies vigilant as Sikhs For Justice annouces $1M aid for agitating farmers

As thousands of farmers from Punjab, Haryana and Uttar Pradesh are rallying at Delhi's three interstate border points, banned secessionist group Sikhs For Justice (SFJ) is trying to fish in troubled waters by announcing $1 million aid for farmers who suffered injuries or damage to their vehicles while facing police action in Haryana.

The information has sent security agencies into a tizzy, with many deployed on protest spots in plainclothes to keep a close tab on SFJ supporters who may mingle with protesters as part of their "ill-intention" to lure innocent farmers and take undue advantage of the situation in the name of helping them.

In its recent announcement through a social media platform, the SFJ said it will provide $1 million aid to farmers from "Punjab and Haryana who have suffered bodily injuries or damage to their vehicles while facing police action during their hard-fought journey to Delhi".

The SFJ's message mentions its plan for opening a 24-hour call centre on November 30 in the US, Canada, the UK, France

and Germany to accept online applications from farmers of Punjab and Haryana to reimburse for their losses and also to register votes for its "Khalistan Referendum".

"SFJ is kick-starting the Khalistan Referendum voting from London on August 15, 2021 for the independence of Punjab,"

mentions the message circulated by SFJ's US-based General Counsel and group's key leader Gurpatwant Singh Pannun -- designated a terrorist by the Indian government.

Assuring farmers of Punjab and Haryana that the SFJ will bear all the losses they have suffered, Pannun stated that "once Punjab is liberated from Indian occupation, the loans of the farmers will be waived and free power supply granted".

The group has also threatened to take up the matter at the international level if the Indian government did not repeal its three contentious farm laws enacted in September.

"If the Modi government does not scrap the farm bills, as demanded by the farmers, SFJ will initiate legal action against India at the international level with the backing of various kisan organisations," Pannun said in the message.

Security establishment, including anti-terror agencies, have since intensified efforts against the group banned by the MHA via a notification dated July 10 last year under the Unlawful Activities (Prevention) Act (UAPA) following its "anti-India activities" to disrupt law and order in the country.

However, the security officials maintained, no suspicious activity of the group has been noticed in the national capital or in the interstate border areas so far, even as central agencies are keeping a strict vigil to avoid any untoward activity.

It is the third such message circulated by the SFJ in the past one week. The SFJ earlier this week had called upon farmers of Punjab and Haryana to raise Khalistan flag at the India Gate here on the 12th anniversary of a terrorist attack in Mumbai onNovember 26, following which the national capital was put on high alert.

The SFJ had announced anti-India campaign, 'Referendum-2020', in November this year to seek secession of Punjab from India.

The move followed inputs that the Sikh community across India has rejected the Inter-Services Intelligence (ISI) sponsored propaganda of 'Referendum-2020'. Pakistani intelligence agency ISI has been backing the malicious campaign launched by the SFJ as a large number of Pakistani Twitter handles have started tweeting in favour of the so-called 'Referendum'.

Dubbing Sikhs in Kashmir as "freedom fighters and Sikh soldiers", the US-based Khalistani radical outfit has urged them to support its most infamous agenda, 'Referendum-2020'.

The group is already on the radar of the National Investigation Agency (NIA), which has been taking action against its key leaders such as Pannun and many others. In the beginning of September, based on NIA's inputs, the MHA had issued an order to attach the properties of Pannun and SFJ's Canada coordinator Hardeep Singh Nijjar.

Banned secessionist outfit Sikhs For Justice (SFJ) on Wednesday announced to organise a “global referendum” from the UK on August 15, 2021.

The group’s US-based General Counsel Gurpatwant Singh Pannun circulated the anti-India message on some specific internet platforms regarding the move.

The message was followed by a short video shot by Pannun, who along with eight other pro-Khalistan activists was designated by the Ministry of Home Affairs (MHA) as ‘terrorist’ on July 1 this year.

The announcement will push security establishments and anti-terror agencies here to intensify their efforts against the group which was banned by the MHA via a notification dated July 10 last year by declaring it as an ‘unlawful association’ under the Unlawful Activities (Prevention) Act (UAPA) following its anti-India activities to disrupt peace and law and order here.

Accessed by IANS, the message also claimed to leave SFJ’s mark in the national capital on Wednesday by raising pro-Khalistan slogans.

In the header of the message, the SFJ mentioned, “Khalistan slogans at Delhi Metro and Khalistan flag raised at Yamuna Bridge Crossing”.

“The supporters of secessionist group SFJ have left their mark in the Indian capital by writing Khalistan slogans at Delhi Metro and also a flag has been raised at the Yamuna bridge crossing,” claimed the message which was circulated just two days after the group gave a call to farmers here to hoist Khalistan flags at India Gate in Delhi on November 26 to highlight the campaign of “Punjab Independence Reference”.

“Khalistan flag at Yamuna crossing is message to Modi government about the boundaries of independent Punjab for which SFJ is organising global referendum starting from London on 15th August 2021,” the message further said.

Security agencies have alerted law enforcement agencies in Delhi to keep strict vigil in the national capital as the banned Sikhs For Justice (SFJ) group in its latest move has given a call to farmers of Punjab and Haryana to raise "Khalistan flags" on November 26 at India Gate here.

Even though many of such moves of the secessionist group in the past few months turned futile, Indian agencies are taking all possible measures to maintain peace and proper functioning of the law-and-order situation in the city as well as across India by not ignoring such inputs.

The alert comes amid information that 10 central trade unions on November 26 will observe a nationwide general strike in protest against the Centre's policies, such as privatisation of public sector units and new labour and farm laws. They have also decided to back a two-day farmers' agitation on November 26 and November 27.

Informed sources, requesting anonymity, told IANS that the SFJ might have taken congnizance of the information, finding another opportunity to give call to woo farmers of Punjab and Haryana.

In its "illegal and anti-national" appeal, the SFJ called for farmers' support to raise Khalistan flags on November 26 at India Gate to highlight that "the only solution to farm bills is to carve their independent homeland out of India through a referendum".

SFJ General Counsel Gurpatwant Singh Pannun, in a video message, advised farmers to reach Delhi on November 25 where arrangements for their night stay have been made at Gurudwaras Bangla Sahib; Rakab Ganj Sahib; Sis Ganj Sahib and Majnu Ka Teela and where Khalistan flags will be supplied to them for hoisting on India Gate, said sources.

Highlighting the significance of November 26, Pannun stated that "while Mumbai attacks of 2008 were perpetrated by agents of Indian deep state, Farms Bill are an open onslaught launched by the Modi government as an economic terrorism against farmers of Punjab and Haryana".

The SFJ called for the move on November 26 as it will be observed as the 12th anniversary of the terrorist attack in Mumbai. Series of terrorist attacks took place on November 26, 2008 in Mumbai when 10 Lashkar-e-Taiba terrorists carried out 12 coordinated shooting and bombing lasting four days killing 166 people and injuring over 300.

In these gruesome attacks, nine terrorists were killed and the lone survivor, Ajmal Kasab, caught and was sentenced to death at Yerwada Central Jail in Pune in 2012. On November 11, 2012, Kasab was hanged in Yerawada Jail in Pune.

On November 1, agencies received similar inputs regarding SFJ's call cause the disruption in the operation of Air India flights from Delhi to London on November 5, which were futile.

SFJ's calls came as the group earlier announced to hold its anti-India campaign 'Referendum-2020' in November this year.

As the group is already on radar of National Investigation Agency (NIA), action is being taken against its key leaders -- Gurpatwant Singh Pannun and Hardeep Singh Nijjar-- for their ongoing anti-India activities.

The SFJ is presently making efforts to propagate the 'Referendum-2020' on social media since July this year but the MHA on July 5 blocked access to 40 websites launched by the terrorist group for voter registration of people living in Punjab and also removed the Voter Registration app from Google play store.

The MHA declared the SFJ as an 'unlawful association' under the Unlawful Activities (Prevention) Act through a notification dated July 10 last year. The MHA, in a notification dated July 1, had designated Pannun, Nijjar and seven other pro-Khalistanis as 'terrorists' as per the Act's Fourth Schedule.

Delhi on alert on SJF's call to disrupt AI fight operation on Nov 5

Delhi has been put on high alert on with inputs received that secessionist group Sikhs For Justice (SFJ) has given a call to cause the disruption in the operation of Air India flights from Delhi to London on November 5.

The banned group is learnt to have given the call on the 36th year of Sikh Genocide on November 5 to internationalize the killing of more than 30,000 Sikhs in the aftermath of former Indian Prime Minister Indira Gandhi's assassination.

To ground the Air India flights on November 5, agencies alerted the Delhi Police and the concerned authorities that the SFJ has urged the 1984 Genocide victims to descend on Delhi's Indira Gandhi International Airport and dissuade the passengers from travelling on London bound flights AI-111 and AI 531.

In a video message, SFJ General Counsel Gurpatwant Singh Pannun stated that "it is a humanitarian obligation to expose the cover up of Sikh Genocide by successive Indian regimes headed by Gandhi to Modi" and urged the passengers of Air India to side with the victims of violence by boycotting the flights AI-111 and AI-531 on November 5.

In his messages Pannun accused both the Congress and BJP as two sides of the same coin for perpetuating the 1984 Sikh Genocide and then extended the impunity to leaders of death squads.

Air India has two flights AI-111 and AI-531 scheduled to take off from Delhi to London on November 5.

Soon after the information received, intelligence wings alerted the Delhi Police, Central Industrial Security Force (CISF) and IGI authority as well as other concerned officials to foil the SFJ's plan and avoid any unprecedented incident in the national capital.

Sources said that alert has been issued after the information and the Delhi Police as well as CISF, who is responsible for the internal security of IGI Airport, have been asked to keep a tab on movement of suspicious persons.

SFJ's call comes ahead of its earlier announced to hold its 'Referendum-2020' campaign in November this year.

Terror module: 4 convicted under Arms Act

A local court has convicted four persons, who were part of a seven-member ‘terror module’ busted in 2017, under the Arms Act. However, all seven have been absolved of the charges under the Unlawful Activities Prevention Act (UAPA) and Foreigners Act.

Defence counsel Navjit Singh Turna said Additional Sessions Judge Sarbajit Singh Dhaliwal held Maan Singh Nihang, Sher Singh, Simaranjit and Gurpreet Singh guilty under provisions of the Arms Act.

However, Maan Singh Nihang, Sher Singh, Simranjit and Gurpreet besides three others: Balwinder Singh, Balkar Singh and Satinder Rawat were absolved of the charges under UAPA and

Foreigners Act. Balwinder Singh, Balkar Singh and Satinder Rawat are already out on bail while the remaining four are lodged in different jails in the state.

As per an FIR registered at the Ramdas police station on May 21, 2017, Maan Singh Nihang, a resident of Samrai village near Shri Hargobindpur (Gurdaspur), and Sher Singh, a resident of Kartarpur (Jalandhar), were nabbed by the BSF and a huge quantity of arms and ammunition were recovered from them. It was alleged that the two had links with terrorists in Canada and Pakistan and were trying to recover an illegal consignment of weapons smuggled from Pakistan when they were arrested.

During the investigation, five more persons were named in the case. It was claimed that the accused were in contact with one Gurjivan Singh, an alleged hardliner living in Canada who had arranged the weapons from Pakistan.
