Sources indicate that terrorist elements maintain sleeper cells within the Canadian non-profit sector to conceal operations and launder money. One case under review involves Nurinder Singh Parmar, reportedly the son of Babbar Khalsa International (BKI) leader Talwinder Singh Parmar, the mastermind of the 1985 Air India bombing. Nurinder is said to be working in the Canadian non-profit sector under a concealed identity, omitting his surname to evade scrutiny. Authorities are investigating his alleged links to the BKI, a proscribed terrorist organization under Canadian and international law.

The Counter Intelligence (CI) wing, Amritsar on October 5 busted a cross-border arms and narcotics smuggling module with links to Pakistan and arrested two operatives, identified as Gurjant Singh and Gurvel Singh along with 2.5 kg of heroin, four 9mm Glock pistols with magazines and one .30 bore pistol, in Amritsar district. Preliminary investigations revealed that the accused were acting on the instructions of a Pakistan-based smuggler. The consignment was reportedly dropped by drones near the Indo-Pak border in Tarn Taran.

According to police, the arrested individuals were allegedly involved in extortion, firing incidents, and drug trafficking at the behest of their foreign-based handler. Notably, gangster Krishna has fled to Dubai and continues to direct his gang’s activities in Punjab.

These groups have been misusing charitable platforms to raise funds for propaganda and recruitment campaigns, as documented by multiple Western and Indian investigations. Several NGOs registered under the guise of Sikh welfare or human rights advocacy — including Khalsa Aid, Sikh Relief, and the World Sikh Organisation — have reportedly diverted donor funds to radical outfits and the legal defence of extremists involved in anti-India plots. Many of these charities have sponsored “martyrdom” events in gurdwaras, displaying images of Babbar Khalsa International (BKI) and Khalistan Tiger Force (KTF) militants, and glorifying the assassins of Indian leaders. Following these revelations, Canadian intelligence and financial authorities have intensified scrutiny of charitable organisations suspected of funding terrorist groups. Intelligence sources further indicate that remittances from Canadian charities were routed through informal hawala networks or crypto wallets to Khalistani supporters. Several Canadian and UK-based charities with pro-Khalistan links have also received donations from shell foundations tied to Pakistan’s ISI-controlled Inter-Services Welfare Fund, disguised as disaster-relief contributions.

According to sources, Canadian authorities are investigating two shooting incidents that occurred on October 6 to determine whether they are connected to a recent wave of violent extortion attempts targeting South Asian-owned homes and businesses across Surrey, British Columbia, Canada. In the first incident, multiple rounds were fired at the Indian restaurant Ustaad G76, located in the 2100 block of King George Boulevard, Surrey, in the early morning of October 6. No one was inside at the time of the attack. In the second incident, a man reportedly fired several shots at the Surrey Police Service’s community office at the intersection of King George Boulevard and 107 Avenue, Surrey, in the afternoon. A suspect was arrested shortly afterward in connection with the incident. According to Surrey Police spokesperson Staff Sergeant Lindsey Houghton, the city has recorded 56 extortion attempts so far in 2025, 31 of which involved gunfire.

The announcement was made by Amritpal Singh’s father, Tarsem Singh, in the presence of Faridkot MP Sarabjeet Singh Khalsa and others. “The decision has been made keeping in mind the sentiments of the entire community and the sacrifice of Bhai Sandeep Singh Sunny, with the aim of uniting the Panth and Punjabis against oppression,” Tarsem Singh said. United Akali Dal (UAD) leader Mohkam Singh was also present and extended his support to Mandeep’s candidature.
