According to reports, the National Investigation Agency (NIA) is set to take over the case related to the grenade attack on YouTuber Navdeep Singh alias Roger Sandhu in March 2025. The case files, currently before a local court, will be transferred to the NIA’s special court in Mohali. Police records list 18 accused, of whom 10 have been arrested, while one has died. The main accused are Pakistan-based don Shahzad Bhatti and Zeeshan Akhtar of Shankar village in Nakodar in Jalandhar district. Akhtar and six other wanted accused are reportedly outside the country.

Punjab Director General of Police (DGP) Gaurav Yadav, in a year-end briefing on December 23, said the Internal Security Wing busted 19 terror modules in 2025, solved 12 major terror cases, and arrested 131 persons. Seizures included nine rifles, 188 pistols/revolvers, 12 improvised explosive devices (IEDs), 11.62 kg of RDX, 54 hand grenades, 32 detonators, four rocket-propelled grenades (RPGs), a rocket launcher sleeve, timer switches, walkie-talkies, and remote-controlled devices. He said the Anti-Gangster Task Force (AGTF) and field units dismantled 416 gangster modules, arrested 992 criminals, and seized 620 weapons and 252 vehicles. With CBI coordination, 11 Red Notices and two Blue Notices were secured, leading to the deportation or arrest of gangsters like Anmol Bishnoi, Parminder Singh alias Pindi, Sukhdev Kumar alias Manish Bedi, and Sajan Masih alias Goru.

Punjab achieved an 88% conviction rate, accounting for nearly two-thirds of India’s heroin seizures, 25% of NDPS arrests, and 20% of NDPS cases. Preventive measures included admitting 23,940 people to de-addiction centres and referring 59,840 to OOAT clinics.

A Bathinda district court on December 22 issued a 30-day notice to Sikh hardliner Amritpal Singh Mehron, believed to be hiding in the United Arab Emirates (UAE), and his associate Ranjit Singh, directing them to surrender in connection with the murder of social media influencer Kanchan Kumari alias Kamal Kaur Bhabhi. Police said proclamation notices were pasted at their residences and lookout circulars issued against both. Kanchan’s decomposed body was found in a car near Adesh Medical University, Bathinda, on June 11. On June 13, Amritpal, a Nihang, allegedly released a video claiming responsibility for the murder. Two alleged accomplices, Jaspreet Singh and Nimaratjeet Singh, both Nihangs, were later arrested and sent to judicial custody. Police said the killing was allegedly carried out in the name of “moral policing.”

Punjab Police on December 20 arrested army deserter linked to a narco-terror module, identified as Rajbir Singh alias Fauji and seized 500 grams of heroin and a hand grenade from him, while he was attempting to flee to Nepal via Raxaul near the Indo-Nepal border in Bihar. His arrest followed the earlier apprehension of his associate Chirag of Fazilka district of Punjab, from whom 407 grams of heroin and a 9mm pistol were recovered. Preliminary investigations revealed that Fauji, who joined the Army in 2011, deserted in February 2025 after being booked under the Official Secrets Act in an espionage case. Both accused were involved in the conspiracy behind the grenade attack on a women’s police station in Sirsa, Haryana, having supplied grenades and funds to Gurjant Singh, who has since been arrested by Haryana Police. Fauji also disclosed that Pakistan-based handlers were facilitating his escape to Europe via Nepal. After securing transit remand, he was brought to Punjab.

Gagan and Jayant were out on bail and allegedly continued criminal activities to strengthen the Bishnoi gang.

The Enforcement Directorate (ED), in a chargesheet filed against Dubai-based international drug smuggler Jasmeet Singh Hakimzada, has unearthed an alleged narco-terror network involved in trafficking heroin and diverting its proceeds to finance the banned Khalistani terrorist organisation, the Khalistan Liberation Force (KLF). The ED case is based on a First Information Report (FIR) registered by the National Investigation Agency (NIA) in January 2020, which stemmed from a Punjab Police case involving the seizure of 500 kg of heroin. According to the chargesheet, the profits from the heroin trade were meant to “serve the cause of KLF by raising funds for terrorist activities,” and the accused had “hatched a criminal conspiracy to run a narco-terror module to finance the terrorist activities of KLF.” The chargesheet names Jasmeet Singh Hakimzada as an international drug smuggler and money launderer; Harmeet Singh alias PhD, identified as the chief of the KLF; Jajbir Singh Samra alias Jaji, described as the on-ground handler for narcotics and cash in India; and several hawala operators, including Nirmal Singh alias Neeldhari, Satpal Singh, Hiralal, and Harjit Singh alias Bagga, who allegedly facilitated the transfer of drug proceeds overseas.

The Punjab and Haryana High Court on December 18 observed that the plea filed by pro-Khalistan Sikh radical leader and Khadoor Sahib Member of Parliament (MP) Amritpal Singh seeking parole to attend the ongoing winter session of Parliament had become “virtually infructuous,” as December 19 is the last day of the session and arguments on behalf of the respondents could not be concluded due to a lawyers’ strike. The Bench added that the petitioner was at liberty to approach the court again if a fresh cause of action arose.
