Proclamation notice issued against Arsh Dalla, Hardeep Nijjar

A special CBI-cum-NIA court in Mohali has issued a proclamation notice against absconding terrorists Arshdeep Singh, alias Arsh Dalla, and Hardeep Singh Nijjar. 

The court of special CBI-cum-NIA judge Rakesh Kumar Gupta issued the proclamation notice under Section 82 of the Code of Criminal Procedure (CrPC), asking for the appearance of the accused, believed to be operating from Canada. 

Booked under various sections of the Unlawful Activities Prevention Act (UAPA) by the National Investigation Agency (NIA) in October 8, 2021, the duo has been directed to appear before the court by May 18, failing which proclaimed offender proceedings will be initiated against them. 

In January, central government had designated Dalla, a pro-Khalistan, Canada-based terrorist, involved in several cases of faith-based killings and extortion in Punjab and closely associated with Khalistan Tiger Force (KTF) chief Hardeep Singh Nijjar, as an individual terrorist under UAPA. 

The NIA had earlier announced a cash reward of ₹10 lakh on the Canada-based chief of KTF, who is linked to a conspiracy to kill a Hindu priest in Punjab’s Jalandhar in 2021. 

Section 82 of the CrPC provides for issuing of a proclamation notice in a case where the court has reason to believe that the person has concealed himself or absconded in order to evade the execution of warrants issued against him.
